In short: CORENET-X is the Building and Construction Authority of Singapore's new digital regulatory submission platform, replacing the legacy CORENET system. What is CORENET-X?
CORENET-X is the Building and Construction Authority's new digital submission platform for regulatory approvals across the Singapore building lifecycle. It is the successor to CORENET (Construction and Real Estate NETwork), which has handled regulatory submissions in Singapore since the early 2000s.
The change is more than cosmetic. CORENET handled flat-PDF, document-based submissions. CORENET-X requires a model — specifically, a BIM model federated across architectural, structural, and MEP disciplines, with object classification, property data, and information delivery structures conforming to BCA's technical specifications.
Submissions reviewed by BCA on CORENET-X include automated checks: clash detection, model federation integrity, classification correctness, and information completeness. Returned submissions can identify deficiencies at a much more granular level than was possible with PDF-based review.
When is CORENET-X Mandatory?
Already mandatory
Since 1 October 2025: all new projects with GFA ≥ 30,000 m² must submit through CORENET-X.
Coming on 1 October 2026
All new building projects, regardless of GFA, must submit through CORENET-X.
Independent of CORENET-X mandate
Projects with GFA > 5,000 m² are required to include BIM model data with key data structures and object properties — this requirement applies whether or not the project falls under the CORENET-X tier.
The trigger for CORENET-X applicability is the submission date, not the project start date. A project that begins design in 2026 but doesn't submit structural plans until on or after 1 October 2026 will fall under the universal mandate.
What CORENET-X Means for You
If you are an owner or developer
Engage CORENET-X-ready consultants now. Mid-project conversion from 2D CAD to BIM is expensive (often 15–30% of design fees) and slow (adds weeks to months). Starting in BIM from day one avoids this entirely.
Verify your consultants' BIM workflow maturity. Ask: which BIM authoring tool does each discipline use? Have they delivered a federated BIM submission to BCA before? Can they show their clash detection process?
Budget appropriately. CORENET-X-ready BIM design fees are typically 10–25% higher than legacy 2D submission fees, but this is offset by faster construction and lower BCA rejection risk.
If you are an architect or developer's project manager
Coordinate model federation early. Lock the BIM Execution Plan (BEP) at design start. Engage PEs who already work in BIM — PE endorsement on a BIM-based submission requires the PE to verify model integrity, not only design correctness.
If you are a consultant
Have a BIM-capable structural workflow. Build CORENET-X submission templates. Run mock submissions internally before sending to BCA.
