A&A Submission Singapore: When Renovations Need BCA Approval (2026 Guide)

In short: An A&A (Addition & Alteration) submission is the BCA approval required for renovation, extension, or change-of-use works affecting structural elements in Singapore. Required when load-bearing walls, columns, beams, or slabs are altered. Endorsement by a registered PE Civil is mandatory before construction. Typical fees: S$1,500–S$5,000 residential, S$3,000–S$10,000 commercial. Timelines: 1–3 weeks for the PE side, 4–8 weeks for full BCA approval. Most renovations that don't touch structural elements (paint, partition walls, finishes) do NOT require A&A.
When You Need an A&A Submission
Removing or modifying load-bearing walls (most common scenario in landed and HDB renovation)
Adding mezzanine floors or intermediate levels
Cutting new openings in load-bearing walls or slabs
Modifying or removing structural columns or beams
Roof terrace conversions to enclosed habitable rooms
Backyard, courtyard, or rooftop extensions
Industrial unit modifications (added platforms, equipment supports, cantilevers)
Change of use that introduces higher structural loads (e.g. residential to commercial, office to gym, etc.)
When You DO NOT Need an A&A Submission
Painting, wallpaper, or surface finishes
Floor or wall tiles (where structural slab is unaffected)
Removing or adding non-structural partition walls
Furniture, fittings, lighting, electrical works (within original load capacity)
Bathroom and kitchen fit-outs (without altering structural elements)
When in doubt, consult a PE before commencing. The cost of a quick PE review is fractional compared to the cost of demolition or rectification after BCA enforcement.
The A&A Submission Process
Site survey: PE inspects the existing structure, identifies load paths, and confirms which elements are load-bearing.
Design: PE designs structural changes — transfer beams, replacement columns, openings, slab modifications. Calculations to Eurocodes and Singapore Standards.
Drawings: Structural drawings prepared and cross-coordinated with architectural drawings.
BCA submission: PE-endorsed package submitted via CORENET-X (or legacy CORENET, depending on tier).
Approval: BCA reviews and issues approval (or comments). Construction can commence after approval.
Site supervision (optional but recommended): PE oversees critical structural works to ensure construction matches approved drawings.
